Why I Started This Work as an Administrative Scrivener

Before becoming independent as an administrative scrivener, I worked at a supervisory organization for technical intern trainees. There, I was in daily contact with foreign nationals working hard in Japan. Questions about work, daily life, the future — all kinds of concerns came to me regularly.

Among the most common were forward-looking questions like, “Can I stay in Japan after my technical internship ends?” or “I’d eventually like to bring my family to Japan — how should I go about that?”

But at the time, I had limits as a staff member of a supervisory organization. I could only advise within the scope of “until the technical internship ends” or “up until a transition to Specified Skilled Worker.” Beyond that, all I could say was, “Please consult a specialist.”

It was that frustration — “this is as far as I can go” — that led me to decide to obtain my administrative scrivener qualification and start studying.

I later passed the administrative scrivener exam. But I didn’t open my own practice right away. Although I left the supervisory organization, I hesitated to take the leap into opening a business for a while.

Even so, the feeling of “I want to support foreign nationals working hard in Japan” never faded within me. Pushed forward by that feeling, I opened WILL Immigration Law Office.

“I want to be an administrative scrivener who doesn’t just get the application in front of me approved, but who walks alongside each person, thinking together about the future they envision in Japan.”
With that feeling, I sit at my desk again today.

I Myself Am Also in an International Marriage

My wife is from the Philippines. I met her while working at the supervisory organization, when she was in Japan working as a technical intern trainee.

We got married around the time I had left the supervisory organization, and after her technical internship ended, she was continuing to reside in Japan as a Specified Skilled Worker.

At that time, changing my wife’s status of residence from “Specified Skilled Worker” to “Spouse of a Japanese National” was my own first personal experience going through a visa application.

“Am I really filling out this document correctly?” “What do immigration examiners actually look at?” “What happens if it gets denied?” — Now that I have professional knowledge, I can look back on it calmly, but at the time, it was a constant process of trial and error.

That’s exactly why I can imagine, viscerally, the anxiety of the people who come to consult me. The stress of racing to prepare documents, the anxiety of waiting for the review results, the worry of “will this really be okay?” — that experience is the starting point of my work today.

Before Becoming Independent	Worked at a supervisory organization for technical intern trainees, engaged in status-of-residence management, daily life support, and employment support for foreign workers. Gained broad experience in areas involving foreign nationals, including status of residence, labor regulations, and life consultations.
After Leaving the Organization	Obtained qualification as an administrative scrivener. Aiming for “hands-on, ongoing support,” became independent as an administrative scrivener specializing in visas and naturalization for foreign nationals. Began operating as one of the few administrative scrivener offices in Ishikawa Prefecture specializing in international affairs.
Currently	Based in Kanazawa City, Ishikawa Prefecture, specializing in spousal visas, permanent residency applications, work visas, and naturalization applications. With support for online applications, accepts requests from across Japan, centered on Ishikawa and Toyama Prefectures.

Career Timeline & Qualifications

2017	Joined the International Division of a technical intern training supervisory organization. Supported the daily life, training, and administrative procedures of over 300 technical intern trainees and Specified Skilled Worker foreign nationals across Nagano and Niigata Prefectures.
2019	Passed the Real Estate Transaction Specialist (Takken) Exam
2020	Passed the Administrative Scrivener (Gyoseishoshi) Exam
2023	Passed the Certified Social Insurance and Labor Consultant (Sharoushi) Exam
2024	Married a Filipino woman who was living in Japan under Specified Skilled Worker status
2024	Opened “WILL Immigration Law Office” in his hometown of Kanazawa City, Ishikawa Prefecture
